The damage procs only once when the buff itself activates.
So instead of boosting your 3 crits, it's actually just 1 single instance of damage and that's it.
It's not really bugged, it just doesn't proc on targets without hp (dummies), but works fine on everything else.

That being said, onrush kinda sucks and isn't nearly as good as expected. The description is a bit misleading.
