My setup is: Purple of the following: Force Blast, Massive Snowball, Cold Snap, Blazing Palm. Virtuous Soul and Mystic Badge. I always weave in Dual Dragons when off CD.

Test 1: Always use Force Blast > Massive Snowball > Cold Snap when boost stops, for permanent boost uptime
Test 2: Only use Massive Snowball when of CD to retrigger Cold Snap. No force blast at all.

In a rotation with dummys I do around 11-12K and a guild friend with FIRE and 684AP do around 10-11K.

My usual rotation is Soul skill - C - V - LMB - RMB - Z - X - 2 (spam during cold snap) - 1 - F (dual dragon).
Then I repeat combo 2 - LMR - RMB - 2 until I have C - Z - X ready again.

Usually I play with 35ms but currently lag is harder and I'm playing with 70-90 (my friend too).

Any tip? Or I should change to FIRE again?

blazing wall is not bugged, it does do ONLY 9x ap over 5 seconds, it's doing so much damage like field fire because it's detonating every tick, purple blazing wall gives 5 ember stacks per tick = instant detonate every tick, while green version only gives 1 ember stack per tick and detonates slowly like normal
