I don't think it's really a secret, but more like the performance varies drastically depending on the player's ping. Me with 80ms use 200 - 200- 190 delays. It's slow af. I highly do not recommend playing with such slow delays but I cannot have it any faster without the whole thing not working. Low ping players can pierce combo way faster. I still cry about this...

They released patch notes basically and in it, they state what is their attempt to reduce the heavy focus on people only stacking ap/crit/crit dmg making the other stats useless so they are revamping the stat system for every class so that the lesser used stats can impact dmg as well
for us BMs those stats happens to be acc and block
a % of acc and block will be added to your rmb as additional dmg
on purple/legendary book rmbs of course
