SUMMARY
Stigma Crystal Fragments should be bound to account like their counterparts for soul (sacred vials), pet (pet packs) and heart (bound sterling crystals)

MAIN ISSUE
Upgrading the Talisman is impossible without tradeable materials which are mostly acquired from spending real money in the game.
Besides a very few ways it's impossible to acquire those bound materials in a quantity that would be reasonable for upgrading a single character. Making them bound to account the players could use events and such (moon refuge) to funnel them from their alt characters to their main.

POSSIBLE SOLUTIONS
Make them bound to account like their other item counterparts

I'm pretty sure this issue speaks for itself and making them bound to account would be consistent within the game

None of the other stuff or gems are bound in Korea at all, the bound stuff was region specific for us.

The stigma crystals should just be bound too like the rest of our stuff
