is your port in cultivation set to 80?

it's stated that the port 80 has other "Server" running on it, try changed it into something else. and I have the same problem before but after installing HOTARU 2.7 it is fixed #1163882466805825556 you could search it for yourself here.
maybe installing isn't the right word, utilizing the 2.7, it worked.

Hmm.. Weird. Could you give me the screenshot of the LunarCore running?
Or try to disable the windows defender. (Sometime it blocks the incoming/outcoming traffics)
And also, I didn't run 3dmigoto.
