global distribution error?

I have tried many fixes while scrolling through past posts. i tried with and w/o proxy, sssl set to false, ticked and unticked 'use internal proxy', am using latest version of everything for 2.3 + double checked, installed proxy server (gives me box w yes/no so idek if it downloaded or not, i tried doing this more than 5 times probs around 10-15). not sure if i need to include anything else.

i did end up reinstalling cultivation and it works fine now
