It's a bit more involved than that. think of it like a lego kit. When you buy a lego kit you can only assemble things based upon the pieces you're given but making each lego brick is very time consuming for the company. But if the user can 3D print their own lego bricks they can expand what they do. This is the same for script mod support

Every feature they want to allow us to mod has to be carefully exposed and this not only takes time but limits what modders can do

and their modding policy prevents us from "3d printing" our own legos
