Even putting early access aside, all games are gonna need time to cook to get to the level of maturity of a Sims game late in its life cycle

Where they finalised paramaker and build mode first before even really touching live mode because "Well you need all the stuff to populate the world!" (An arguement I hear A LOT when I bring it up)
But in actual game development, we use placeholders ASAP
Art and animation takes a SUPER long time
Game developers don't have time to wait around for it

Which is a basic AI system
