If that never happened before and it did originally work, then try restarting your computer.
Is 1678~1 your windows username? It's unusual; reminds me of 8.3 filenames

In any case, it claims that you don't have permission to access the file; this can happen when windows or something else is using it, or for certain actions specifically sometimes.
A restart should fix it

Restarting the computer does not help, this folder used to have a name in the user names, but it has changed, the error says that it cannot use the file because it is already open, I cannot find the path to the folder with the questions, there is no "local" folder, only "Roaming"
Those folders can be moved to a different while pretending they are still in C:\Users\{username}\AppData
Open up Search (in the task bar) and type out: %localappdata% there, then click on the folder that is displayed; that should take you to AppData/Local
I think your drive may have got bad. User names don't randomly change.
It could have been done by a malicious program, but that is usually not the case. People's PCs are pretty secure nowadays.
You may want to test your harddrive using CrystalDiskInfo or a similar tool, which can check it's S.M.A.R.T. status.
by searching %localappdata%, I was able to find these files, the file name is normal, I just can't find it without this search. Everything seems to be in order. Maybe I'm wrong, and it's always been that way. I used to use this program, and there were questions. This problem appeared after replacing the computer's graphics card and power supply, after which this error is displayed at startup.

One possibility is that it is caused by aggressive security. Windows 11 encrypts your hard drive using Bit Locker by default and using a key stored in the TPM module. This key is based on your pc's configuration; in other words, all the hardware pieces that were in there at the time windows got installed.
You might want to try and decrypt the harddrive before doing this. (turn off bitlocker and let it auto decrypt)
but perhaps resetting the TPM security keys helps and... then reclaiming ownership over your own files. (or using chkdsk to do it)
but these same problems happen when files get corrupted and that usually means the SSD is not okay anymore.
Corruption can also temporarily be fixed with chkdsk, usually at least

This is b2332 W-Okada fork. There are potential causes on why the program fails to run:
- when you have extracted the program on your desktop folder
- when you run the program as administrator
- your PC GPU is either unsupported or lacks up-to-date driver
I'm quite not sure why another user "Rumi" gave you very long messages about "potential disk issue", when that issue has something less or indirectly to do with the program itself.
I also think it's not about the disk or the damage. This happened after replacing the video card with a geforce rtx 5080. Do you know any version of what this video card supports?

The b2332 W-Okada wasn't compiled to work with NVIDIA GeForce RTX 50 GPU, which sounds like the third cause I listed above but it's the voice changer program itself. Simply, chunk (or chunk size) controls the delay of the audio, the more value the more delay while less value less delay. "Extra" controls the audio quality, the lower value the lower quality while higher means higher quality; the only recommended for Extra is 2.7 s because anything between "above 2.8 s and maximum 5.0 s" might not offer any better quality but cause audio cutting off. Both of these settings usually depend on how powerful your PC GPU is.
Oh, now I can play with the sliders in a more meaningful way. Thank you all, the problem is solved.
