What is your PC GPU? And did you follow any tutorial before?

Considering this, the program was probably already opened up, but it just didn't show for some reason. If you didn't restart your PC, then you may be able to find it in Task Manager.
As for the suggested TG-Develop fork; that too is w-okada voice changer, just with a different skin essentially, and a couple of updates that make it run better. Feel free to use it.
but, optimizing is not what you asked help with.
You can also just type in the address that hosts the webpage: http://127.0.0.1:18888/ and see if it is running that way
If you want to replace w-okada with tg develop's w-okada version, then you need to make sure the server isn't running at least. You'd also need to throw all of the files away. (you may want to backup the models at least since you could reimport those)
Also, you cannot use onnx with tg-develop's fork. (It's broken). Don't turn on 'convert to onnx' either since that too is broken.
But yeah, the server will only run once. Trying to open it up a second time won't work

It's looping, from the looks of it. VB-Cable (channel A, I assume?) is both the input and output.

Yeah, I think the server has a bug. (tg-develop sometimes glitches out and repeats the same sound even when you stop the server)

Basically, The cable's input is connected to the Voice Changer's output, and this input acts like a microphone.

So, normally you put your real microphone there, not this virtual cable
instead, you put the virtual cable input into the voice changer output, so that the cable records the changed voice

so in your case you need to do it the other way around

Anyway, I recommend completely closing the server so that the odd bass stops, and then restarting it, and trying to mess with the settings till it sounds good or okay

Noise Suppression 2 might help (if noise is caused by the microphone at least)
I recommend changing the processing unit to your GPU

You may want to increase output volume to about 170% or 180% (so that it sounds about the same volume wise as your microphone), for some reason the output tends to be soft
I don't know what else may help currently
If you're a guy and want to use a female voice model, I'd recommend at least setting the pitch to 12, and then actually using your own real voice to sound like the girl, rather than relying on a very high pitch setting to match a girl voice. The more you rely on your real voice to modulate, the better it will sound.
