Inside MMVCServerSIO, delete the "stored_setting.json" file, and try run the program again. Make sure there's no antivirus program interrupting the program.
Are you using deiteris fork?
run through cmd and see the error message
which is your gpu?
sure your firewall or antivirus don't block the app? or there is some other process that use your 1888 port?
So weird there is something blocking the connection, you disabled also windows defender ?
Or you deactivate only an external antivirus ?

So weird so you tried both, even the original wokada, is your gpu going good? Do you see any problems in some applications with your gpu or other hardware components ?
Is probably maybe something in your modem firewall?
I think there is some device that block the access, or also there is something on your 1888 port
And which driver do you have of your gpu?
getting this better version as fresh one is likely to solve your problem

if you think so, open Event Viewer by pressing Win+R, then type eventvwr.msc
then click the Application section, then find an error log with task category Application Crash, with the faulting application name as MMVCServerSIO.exe
I'm not sure of analyzing crash with it but to make sure the log exists indicating it had crashed
btw another solution attempt is to make sure you're using the cuda version if you're using an Nvidia gpu, then update the Nvidia driver and cuda toolkit
