Can you send the screenshot the error of the program? Your image only shows where to download fork W-Okada.
Use Virtual Audio Cable lite instead of VB-Cable. https://software.muzychenko.net/freeware/vac470lite.zip
Some of settings there looked wrong though. Here are settings for your W-Okada
GPU: NVIDIA GeForce RTX 2080 Ti
Chunk may be around 30 - 60 ms, while extra should always be 2.7 s.
Tick Sup2 and then raise "In. Sens." up to -60 dB if you wanna use noise gate.
If you have Virtual Audio Cable lite installed, set "Input" to "Line 1 (Virtual Audio Cable)" on W-Okada.
To hear what W-Okada is outputting, you can set "Monitor" to your main headphones/speakers.
Oh wait, sorry. The input is supposed to be your microphone, while output is Line 1.

You can try the integrated sound card (Realtek High Definition Audio) like mine instead of SteelSeries devices.
If neither what I said works, restart W-Okada or reboot your whole Windows.
Additionally, you can go to Advanced Setting and set force FP32 to make AI audio sounds much better and uses GPU more.
Did you download these models from Weights? Because all of them simply named "model".

If you download a voice model from this server, AI Hub by Weights, files inside zip are supposed to retain their respective names. If you download the same voice model from Weights.com, files inside zip are just simply renamed to "model" for some reason.

with discord
Does Discord really use a lot of GPU resources?
i dont think so
If your Discord has noise cancellation on, try turn it off, and check your voice settings.
