I suppose you are using cpu because tortoise tts supports like 3x realtime on a decent gpu now. I would recommend something like melotts, openvoice v2, styletts2. Those are real time speeds in cpu and instant even in a ok-ok gpu.

that is a nice gpu for local, xtts v2 with rvc is similar to elevenlabs quality, sometimes better. It should meet your requirements, and take like 4-ish seconds for 10 sec of audio. It also support streaming which is nice.

You should basically let tortoise generate the speech, then use rvc to convert it to the speaker you want. Tortoise is another decent idea, you can use that instead of xtts v2. Xtts v2 allows for custom voice cloning tho, and that might help a bit more. but tortoise is a good idea too

so currently im using applio which supports what i say; has a base TTS and then auto generates an RVC output based on a path you choose; they have a website where you can publish RVCs that are compatible and have a lot of epochs; just generally higher quality, the only issue im having is the TTS that applio uses is EdgeTTS, which doesn't support emotion-based tts generation, so the output with the RVC is a bit more robotic. i was told if i could find a TTS service thats cloud based and fast, i could ping them and have them add it as an option to applio

edge TTS i already mentioned its perks, something that matches that would be ideal but has emotion prompting as well
