i think you could still use it with titan pretrain as there isn't a max lenght, just, be really sure that the dataset is clean, its better to cut the parts that u cant clean in every way you try than to have a longer one with noisy parts

As far as "enhancing" the instrumental, I'm not familiar with any easy program that does that. You'll have to try to mess with it in an audio editor

You could use RVC to convert vocals to try to restore their quality, but it usually sounds weird in my experience

you can use applio/ilaria tts (which is edge tts) that is implemented in it, else you can just generate any tts audio and use it as input, as rvc is made for audio to audio ofc it wont be that much good for tts, for tts gpt so vits is better but you cant use rvc models here
