Set up a virtual audio cable, if you want my personal recommendation:

But there should be other options available too, whatever one you prefer.

Then once you're done setting it up, restart your PC just in case. Make sure you followed all steps though (it's only a few).
Now you should have a new output and new input unlocked. You make the Discord input your virtual cable's output, and you make your voice changer's input your actual microphone input and your voice changer's output should be the virtual audio cable's input.

That should recreate the following pathway in easy terms:
Mic > Voice changer in > [changes voice] > Voice changer out > Virtual Audio Cable in > Virtual Audio Cable out > Discord
^ The path your audio makes once you've set it up as I described above.

The same steps should imply for when you use this in games that allow you to talk with your voice, just set up the game's voice input as the virtual audio cable's output.

That way you should be able to have your voice changer use your mic while Discord or games dont use your mic, and they will use the audio cable as their mic which will be whatever your voice changer spits out
