try to make an Unreal Engine 5 3d game on ur old school laptop 
ofc there are games that can be made/played anywhere, like RPGMaker (whatever version, they are 2d, and some versions are just JavaScript games with a special built-in browser), GameMaker Studio, or just mostly 2d and lightweight 3d games
then it also depends on what's your definition of "playable"
some need 2k 120fps+ to define it playable, some other play on 1080p lowest settings 30fps

If I had to give a medium build, hypothesizing they need something that is more powerful but not THAT much to run also demanding games, I'd say at least a modern Intel Core i5 or AMD Ryzen 5 CPU, a dedicated GPU like an NVIDIA RTX 3060 or better, 16GB of RAM DDR5, and 1TB SSD
However, this also depends on how the game will be made and look like, your budget (which also varies depending on the currency / location), the monitor resolution (if they are also running games at 4k, it will be more demanding than running them in 1080p), and other factors, I'm just giving a general broad medium build without being an expert
Someone who has to buy a PC should surely do a deeper research on the specs they need, their needs and budget tho
