RVC is not Text to speech and it never was, you probably followed some old youtube tut 2 years ago about an rvc fork (modified version) that had tts too via just using another tts program to make an audio input to use for rvc
also you got a good enough gpu
if you want, Applio is an update rvc fork that does have TTS the same way i told you, and also speech to speech ofc
