I thinl I already explained in another feedback post, but TLDR, it is impossible without compromising the game fairness, since the entire game state would need to be stored in all clients.
Long Explanation:
Buckshot used SteamLobbies, which is just P2P but using Steam proxies so the IP isn't revealed, so there isn't a central server to store the game state, like the shells, health, items, etc.
If the host were to send that data every action so all clients are always updated, cheaters could always see the shell order, making the game very unfair. (Fun fact: buckshot used to share the entire shell order and guess what? people abused it)
what about storing data and running games on buckshot roulette servers?
there are no buckshot roulette servers, just a player hosting the game on their PC and other players connecting to the host machine
In this case, Steam works as the relay that just forwards traffic between clients and the server
the lobby host is the server and all the other players, simple clients
