I was trying to put TOS on a second screen and tried to enter windowed 1280x720 to move it and there is no way to move the tos screen

TOS uses a borderless windowed mode. You can override this using this method from this post, however if you are just wanting to move TOS in full screen (borderless or full) to another monitor you can just use the Windows hotkey (Windows Key + Shift + Left Arrow or Right Arrow). 🙂
