yes, you can do an outline, as long as you outline; and make sure you colored it yourself too. yes, you can you any fonts, texts are allowed in your piece

You can certainly draw over the album, more specifically as tracing over the album. but there can’t be the actual album cover visible
meaning everything in the artwork will and should be hand made. whether its physical or a digital copy
