FWIW Bulbapedia lists Nov 17 for all regions
Which is why I think the November 16th listing on IGDB might be an error.
BrilliantDiamond & ShiningPearl have a similar situation, stating that it released somewhere on November 18th the year of it’s release.

It's possible this was because games that get a midnight release end up releasing up to a few hours earlier on the day before depending on which timezone in the US, as US midnight releases are pretty much always based on the Eastern time zone.
Pretty difficult to get exact dates considering time zonesy yeah
And Nintendo is pretty strict on their releases. On West Coast alot of games release at 9pm to match up with East Coast releases, but not Nintendo. 12am releases here
