For convenience the character tickets could be used to buy quirk skill sets, since you don’t need to roll to get roll characters (apart from the most recent ones). This makes an equinox between the skill sets and characters as currently the gachas for the skill sets are higher than character rolls due to this factor.

The most annoying part of skill set rolls is the hope of getting 200 pieces in the short time frame, then the roll resets and you’re left with nothing

Yes except for Kaminari he’s the second most recent after Uraraka
