He's really bad in most situations.

No one plays him (when I look at my lobbies).
No one cares about Technical Denki in games (what would you rather get rid of at the end of the game? Technical Denki or Kirishima/Bakugo/Midoriya/etc..?

literally in most situations you just have to hide behind a bush/building, wait for him to come and tear him apart because he sucks in 1v1 (even against little mt laddy, even against purple dabi, even against yellow kirishima)

TECH DENKI GUIDE

In case anyone asks for a guide, you can tag them to this post.
I'll update it depending on the changes they make that will affect him

Ok so first his alpha
His hip fire alpha is a spreadshot that hits multiple enemies and can also hit the same enemy multiple times(similar to most shotgun alpha in the game red deku, assault Kendo etc)
If an enemy gets hit by the alpha pellets three times the enemy gets stunned, also use it if you wanna thirst a kill it works well

now the lock on
His bread and butter, hold the aim in button and you'll lock on to 1-3 enemies remember to activate the special action to lock on faster btw
DO NOT try to lock on and snipe in the middle of a fight, the range is pretty far so you can be at UA high and snipe someone at the suburbs try to support from the back if you're sniping

He's also very good at close range fights using his gamma explosion, beta stun and hip fire alpha(as long as it's not in a very tight space though as the beta tends to behave like a 3 yr old child and does whatever it wants)

beta
the beta is a disc that tracks enemies if they enter its vicinity, it also highlights them too...
unlike dabi's it can be thrown from far and has a very large hitbox try to place it on the roof of doorways or at the bottom of your feet(useful if you're getting chased by a froppy or OFA deku)
Another thing is the beta causes stagger meaning you can combo off it

Gamma
the gamma is a dash that if you tap the gamma button it does a dash then explosion, but if you hold the gamma button it does 2 dashes and then an explosion, it resets everytime you hit an enemy so that means you can basically keep dashing for infinity as long as there's an enemy to hit and you keep holding the gamma button

LEVEL UP PATTERN:
There's 2 optimal level up patterns for him

1. Alpha>9, Beta>4, Gamma>4, Beta>9. (if you want you can take the beta straight to 9 and leave gamma for last, although you'll be missing out on a better dash range and gamma damage)

2. Alpha>9, Beta>4, Gamma>9. (this level up pattern is for if you wanna do a lot of running/chasing, you still get crazy damage up close if you use the beta into gamma combo as denkis gamma at level 9 does some pretty high damage)

TUNING:
You can use Wallrunner(if you don't have the things for spacehop or don't like it, Note: The Wallrunner build will only be effective on his base casual) or Spacehop( if you don't have the casual outfit or you don't like the Wallrunner playstyle)
His casual outfit and Kungfu outfit are one of his best costumes for tuning (Hope I get the casual one day though)
His kungfu is good for spacehop, undefeatable is ehhh.... ok for tech denki(you can get a lv11 Spacehop which is a good thing for Denki, but the tuning is kinda lacking damage wise)

(Potential good tuning for him would be YAFOs tuning and spiraling leap, You can use his kungfu, casual or undefeatable for this)

COMBOS:
Hip fire Alpha(until they get stunned)>beta>hip fire alpha until they get knocked down

Beta, beta, alpha... pretty basic but waste of beta

Gamma dash(miss the explosion)>beta>alpha 3 times(very high damage burst combo but a bit complicated to land at first)

Beta/Alpha stun> gamma dash then explosion( does very good damage but heavily dependent on gamma level)

I would say undefeatable "combat" for survivabilty or undefeatable "fancy" for reloads speeds on quirks.

Both have ok dmg tunes

A good one for both in general is the "dangerous" variant. Rock revenge strike and revenge support. Has y attack,melee attack, and alpha attack,and a little max hp for storm. Pretty solid

I think fancy would be the most interesting on strike because he can reload his abilities in the air. As well can put down his eletric spider strings everywhere, without having to worry about running out of alphas. And spam beta as well, really neat .

Would max full y reload slots and add a reload on that build

Sucks though I don't have tuning materials no more. If anyone can test it, that would be cool

I'll give reasons below

As for the always good section
Spacehop, spiraling leap and Wallrunner gives Denki the extra movement he needs to get on top of buildings

GP Sucker, HP sucker, PU Turbo this is there because Denki can get downs/guardbreaks from far away without requiring him to be in you face...any tuning that requires a down/guardbreak for it to activate instantly becomes a blessing for tech Denki(Except YAFO 💔)

As for situational good

HSR, compress tuning, Warp heal are there because it requires Denki to go full supportive mode, staying on buildings, downing people and letting his team finish off his downs/do most of the work. If he actually plays like this using teamheals are his best play because he can heal up his teammates from across the map and still be able to give cover fire to the person beating up his teammates

As for AFO and YAFO those ones are in situational good because while they do follow the guardbreak/down rule they aren't really allat on tech Denki

1. denkis special action doesn't have that long of a reload speed, his lock on speed is also quite quick even when his special action is inactive
2. Tech denkis reload speeds are so atrociously long that even YAFOs tuning doesn't do much for him and due to the fact Denki uses his resources when fighting the tuning will be on cooldown while you're also on cooldown

It's good if let's say you run out of ammo while sniping but if you're fighting fighting it don't do much unfortunately idk if I explained it well lol

Rapid might, strike endeavour are also in situational good because

1. Rapid might tuning gives you armour and what's worse than a character with armour, a character with armour that stuns
   However it's quite situational cos it requires you to be in plus ultra and you also have to be close to your enemies which are honestly not quite that hard to do lol I would put it in a middle ground between em ngl

2. Strike endeavour increases PU damage, this makes tech denkis hip fire alpha so insanely dangerous that his usual gamma>beta>alpha combo will one shot a full hp rapid.
   Once again the only downside is that he needs to be close....you will do insane damage while sniping though

Tamakis is there because if you find a purple card it will help solve denkis trash reload speed issue

Will be very useful late game but early game denki needs all the levels he can get

He is a bit tricky and he's stuff, at least for me, gets countered or interrupted canceling his moves but I love him none the less although it has been a while since I played as him I really need to especially because I have the fantasy costume and I want to get better with him

I only have Denki's Casual and Kung Fu outfit. I can get any chroma variant. Is there a tuning set up that would be good for him? I only have Strike Denki at the moment but ideally I would like a build that is good for both versions. I was looking at tunings with space hop, and I think the only one that I could do is Kung Fu Dangerous with Space Hop and Crit Perm, but I wasn't sure if the sub tunings were good enough for him and if there was a better build I could do.

Nope the main tunings are always more important than the sub tunings

It's why some outfits with tons of red slots aren't always used cos sometimes the main tunings could be terrible.

Strike denki prob has my favourite alpha in the whole game
jts so satisfying to hit and the speed of the alpha is fun also
it has that impact feeling to it yk?
and the electric web
oh god its my favourite thing about it

• it has defenses feature to stop enemies

• almost always is a game changer if you know how to use it

• and it always ALWAYS comes in clutch in a tight area

and his gamma is basically helping alpha do more stuff

and his beta is a great "back off" move

honestly a perfect replacement for alpha if you don't have any alpha at the moment
