Significant discrepancy between network speed test in network settings and actual download speeds.

When trying to install forza motorsport (not super relevant but whatever) I noticed the download speed was uncharacteristically slow for my network speeds. I ran a test in the network settings, and it said ~980mbps, which is what it should be, and is what I would expect being hooked directly into a gigabit network.
The game download however, fluctuates aggressively going from at most 250mbps, all the way down to sub 5mbps. All without any games or applications running, and without messing with the cable or connection settings. This is absurd and admittedly a little frustrating.

Why on earth would the test say between 980 and 1100 Mbps (I ran it multiple times throughout various troubleshooting attempts) but the actual download somehow end up at consistently below 10mbps.

I have tried restarting the console, restarting the download, clearing my alternate MAC address, disconnecting and reconnecting the network cable, all several times.

I am 100% sure that there is nothing other than the download running on the console

it will be the CDN (Content Delivery Network) that your hitting proberly is over loaded.

In other words its not on your side

the speed going too your Xbox is 980MBPS but how fast things download will depend on serval factors some like using a wired connection will be in your control and some things will not be in your control

Ok so basically, it’s the regional servers that are slow to send stuff, not necessarily my connection being slow.

That really is a pain, cuz it’s not just a little bit of inconsistency. It’s going from 250 to less than 5, and staying there for a good long while before going back. Hell sometimes it just gave up showing the speed and just left it blank.
