I used two gift cards and it showed the balance separately I was able to use the money from the most recent gift card but the other 15 usd cant be used. Why?

You can only use gift cards from your region / your currency.
If you bought gift cards on an international vacation, or if you bought them from sketchy online resellers, you will end up with money you can’t use.

I was able to use the one from the physical card but the other was from Amazon and they both say usd

If the both says usd and live in the US you’ll need to contact customer support for assistance.
If the currencies are different then there is nothing that can be done to exchange them.
