I cannot, access some games including minecraft, yeah i tried to find purchase history but couldnt, but i have achivemnts and game in my owned with launcher(still launcher and dungeons are in play again not in owned), and when i download pc version of minecraft it says me to buy it...? I even have minecraft's android version from play store I mean after i couldnt play it on pc due to this error i bought it on my phone.. pls help

If so, what results have you seen and tried?

Having achievements doesn’t mean you own the game. If you didn’t find it in your purchase history, then you probably didn’t buy it. Android and PC are different stores, if you want to play on PC, you will need to buy a pc copy.
