"Ready to start" game not launching

I've been downloading Call of Duty: Black Ops III for a while now and in the download queue below the name of the game it says "ready to start" but whenever I click on the game a popup appears claiming that "you need to install the game or app for this" and I'm confused why it would say ready to launch when there's no way (to my understanding) I can launch the game.

Ignore that. “Ready to start” is a scam. 95% of the time all it does is let you access the main menu. Just wait for the download to complete.

Alright thank you, I do have another issue though

The download keeps stopping and it hasn't moved in like an hour. Maybe the disc is scratched? I have no idea I'm not too familiar with xbox.
