So basically I tried to buy Call of duty BO2 on drop sales and add the game to cart, then I hit buy button and it say it have problem. Does anyone know how to fix that issues ?

Generally just trying again later solves the problem when the error says to try again later.
If it never starts working and you can’t buy anything then maybe there is a problem with your credit card or account. Only official support would be able to help with that.
As far as getting a refund - if you weren’t able to buy something then there is nothing to refund lol

Firstly I using Xbox gift card and all info about address was correct 100% and I still can’t buy the game while other game like MW2 allow me to buy it.

Secondly yeah I redeem the code already so there is no way I refund it lol

Ahh. The gift card money was added to your Microsoft/xbox account for use on any purchase. There are no refunds since you still have the money.
You can either contact official support to see if there is something wrong with your account that is preventing some specific purchases to work or you can still use the money for anything else.
