If I buy a game on my Xbox one, will i be able to play the same game on my PC (or the other way) if I have the same account on both? Does buying the game physical or not matter?

If it's a Play Anywhere title, yes. Some are, some aren't.
If it's not "XBox Play Anywhere" you can only play it on the device you bought it for, and have to buy it for the other device if you want it there as well.

If it works on disc games, it will say on the disc box whether it's Play Anywhere, but I don't know if it works on physical copies, since I haven't bought a physical game in several years.
