The disc doesn’t carry the game, just the license. Without installing it you won’t have a game to play.
but when i put a disk in one time without internet it still installed the game from the disk i heard it spinning a lot
it would install what is on the disc, but in most cases it is not the full game.
And if the system update is newer than what the game knows, the system would force a game update.
Also, the Blu-ray drive is not fast enough to be able to read data from the disc at the speeds games need, this is why it needs to be installed. This was true back on the Xbox One generation as well (same goes for PS4 / PS5).
No the ps4 and 5s discs have all of the data thats why rdr2 is 2 discs on ps4
Itll be installed from the disc and you can play offline

Also, the data exists on Xbox discs as well, but just like on PlayStation, developers put out day 1 patches because the discs need to be manufactured months before the launch date
So most games do not have the final version on disc, on any console

Playable and final version are not the same thing. Also, the original question was about playing without installing them, not playing offline.
You have to install them to play, but even on Xbox, you can play offline with the disc.
In both Xbox and PlayStation, you’ll get the most recent, complete version by updating online first though
