They were looking into allowing people to play select titles that they own on cloud, but there's been no news on that for a while. Cloud is still in beta though.

fps will always be max fps (it caps at 30 so still not that great) the only problems you can have with it are latency which is resolution, input lag and streaming

It depends on how close you are to Microsoft datacenters and I think it also depends on your network infrastructure. I have 500 megabits/second internet. On my bedroom, I get 200-300 megs on 5 ghz Wi Fi but the image is very pixelated sometimes and almost always below 60 fps, not to mention input lag, which sometimes is high. But like I said, it depends

Games also need to be licensed for those countries. There would need to be sufficient demand for the product to be financially viable - which would not be possible in countries with weaker currencies - and many other things.
A worldwide service would not be possible at all.

You should not change region to purchase something that is not available to you. That is marketplace fraud, violates the Terms of Service and can lead to an account ban.
If the service is not available in your country, then you cannot use it.
