Nvm. I figured it out. So normally , with Gamepass games, only one person has to have the service and anyone on the Xbox can use gamepass games/content. However for some reason , with hitman trilogy. Only the actual gamepass owner can access hitman 2/3

Yes, as long as you are able to redeem the code, the subscription will be for your whole account, no matter which region you are in.
The issue lies in redeeming the code in the first place. Example: You are living in Turkey, connecting to Xbox Live with a Turkish IP adress and want to redeem a German Gamepass code, you will usually get an error and won't be able to redeem the code in most cases (sometimes it might work just fine, but that's a pure gamble)

Doesn't work either, if you cannot redeem the code you also won't be able to pay with your domestic currency/payment methods.
I only know of one exception, don't know if that information is still up to date. I used to play with someone from Ukraine, they did not even have an Ukranian marketplace. He was able to choose whatever country's marketplace he wanted and was able to buy there with his cc.

hopefully this year's version of the game truly targets the current-gen consoles from a development perspective. from what i heard (i didn't try it myself), last year's was still mainly focused on last-gen with some enhancements for the new consoles, and understandably so.
