If you have Game Pass Ultimate you can play it on either PC or Console. If you only have Xbox Game Pass, I suspect you can only play it on Console (it's not XPA because you don't own it, you only have an entitlement through Game Pass).

Nobody knows the length of time a game will stay on game pass. Some have only lasted 3 months while others have been on the service since day 1. When a game is about to leave you’re usually give a 2-3 week notice
