The Game Pass discount is based on the age of the game. Brand new releases don't have a discount, or the very minimum and it increases to a maximum of 20% over time.
I don't know the exact time points, though.

@snow surge This is why I go month to month. When my subscription is about to lapse, I take a look at the current library and see if there's anything I want to immediately jump into. For a few months there wasn't, but then The Touryst popped up. That one game was enough for me to pay (at the time) $5 to hit it and quit it. The alternative would have been to pay more to "own" that one game, which I had no intention of going back to once I completed it
