They are all different and none of them specifically mean cross save.

Play Anywhere means you can buy the game once and you get it for both console and PC.

Some of those games do have cross-save functionality, but it's not a guarantee.

Cloud save is a default thing on all console games and some PC games. Your save will automatically back up to the cloud. It doesn't always mean you can access it on different platforms.

Cloud enabled means you can play the game via Xbox cloud gaming if you have Game Pass Ultimate and cloud gaming is supported in your region.

You can't play FC 25. It's not on any cloud gaming service.

You buy an Xbox and a copy of the game
You can play using remote play on your tablet. This needs no subscription unless you want to play online, then it needs Game Pass Core.

You buy a PC and a copy of the game
You can play the game on the PC, as long as it's good enough specs to run the game. No subscription needed at all.

You buy a PC and subscribe to EA Play Pro
You can play the game on the PC as part of the EA Play Pro subscription. No other subs are needed.

In 6 to 12 months (probably around May or June) FC25 will be added to EA Play on console (and base tier/non-Pro on PC).

At that point you can pay for Game Pass Ultimate and stream the game to your tablet if EA chooses to make it cloud enabled. There's no guarantee on that.
