Microsoft/Xbox have to pay upfront for how long they want a game in.. this is true for all 3rd party games.. but usually other publishers keep their games in longer like a year or so

Game Pass Core was originally Xbox LIVE Gold. It's the same service, just renamed and with a different set of perks. Instead of being able to claim 4 free games per month (down to 2 near the end of Games with Gold), you get around 30+ games made available to you form Game Pass.

It's the cheapest option because it has the least amount in it. Game Pass Ultimate, on the other hand, comes with Game Pass Core (allowing you to play online), Game Pass for both Console and PC, EA Play, and access to Xbox Cloud Gaming.

Overall, GPU is the best deal, even if you don't have a PC or any want to play cloud games.
