But it'll let you choose a "Home" app that launchers in full-screen without loading the Windows desktop and other background processes.

No, there are rules around how much gamerscore can be given.
5K is the max, but you can't give it all at once. There's limits on how many title updates you can add, or how often, and how much gamerscore they can include.

You'd have to learn quite a lot. You can't just make a game and publish it, there's certification processes.
It would take you months just to end up with a game that would have, at most, 1000 GS
