Unfortunately it can sometimes happen, some games have buggy achievements. And in those cases if the achievement is tied to game progression, usually the only way to unlock them is to start a new save

Very different type of game, but Life is Strange is a great story game.
If you're looking into open world, you do have Star Wars Outlaws or the Assassin's Creed games.
I also really enjoyed South of Midnight as a very recent game, and Expedition 33 is gaining quite a lot of fame, with a good story.
