I gotta say, almost no complaints about the ally hardware except for the dpad, I'm not a huge fan of it, tried playing some Isaac, but it seems so imprecise

Performance-wise? Absolutely.
It runs Windows too, which means it can run pretty much every game that runs on Windows, unlike the Steam Deck.
The UI is definitely more clunky at the moment though, and battery life is nowhere as good as the Steam Deck. That's what the improved ROG Ally X is for.

Unity is a great way to get started and try out new game ideas. But I would still highly recommend focusing first and foremost on doing the tutorials. Don't try to make just yet a completely new game, do instead something simple with an existing design.

Spec wise, there's not a huge amount of difference between the 2, but I would always err on the side of the latest if you can. That way you'll get a little longer use out of it before needing to upgrade again, and it will be supported with updates for longer
