New Vegas is not an "Xbox Play Anywhere".
Only titles that have that listed under the game's features on the store will work on both PC and Xbox console with one single purchase.

Open worlds are great in all three newer ACs tbh. My favorite is by far the odyssey world since I love Ancient Greece. But Iraq in mirage probably will look just as good as the previous 3 and the old school gameplay will make it a must buy for me.
