a few things, use instead of cast cause you want to use an item not (only) cast a spell

then I reversed the order (I was too lazy to do nomod in riptide brackets)

okay lets assume its not a trinket and a spell (because im not 100% sure how that works due to off gcd things) if wed think of it as 2 spells how it would work is:
you press alt but the first bracket never cared about you pressing alt (or not) so it would simply check the mouseover to be true or not, if true cast riptide at mouseover, if false default cast riptide.
So either we check the alt press first, or we would have to put a [@mouseover,help,nodead,nomod][nomod] Riptide in,
we have to duplicate the nomod because every single bracket is independent (only thing they have in common is the spell after)
so you could for example do a /cast [mod:shift,@player][] Riptide to have it selfcast when you press shift and default cast if you dont press shift

I've been having some headset/mic issues on discord where my mic will cut off and stop working for periods of time and I've tried everything I can think of but thought I'd ask y'all for advice in case I missed something:

I tried troubleshooting audio with the windows auto-troubleshooting and it initially made it better but then reverted back to complications .

The drivers are current and up to date.

I wanted to test if it was the jack/port, the headset or my internet connection.

The first thing I checked was my discord ping in the discord settings. It was around 25. So probably not a connection issue. I also tried adjusting sensitivity in discord and that didn't help either.

The next thing I tried was replacing my headset with my brothers headset that he uses for work without issue. My brothers head set seemed to work better at first and then eventually issues persisted. So probably not the head set.

The final thing I tried was using a USB attachment for the headset so i was plugging my headset into the USB port rather than the small jack/port on the side. And the issues still persisted.

Did you try it someplace else other than discord, could be one of their noise supression setting fucking up. Or could be powersaving settings, hard to tell.
