If you mean the permanent one then that costs 100k and you buy it from the Dream Wardens after you get renown 18 with them. But the one time use runes you can just go get from the auction house now :) Or you can queue for random dungeons etc when there's a "call to arms" aka a short supply of a specific role, but you have to queue as that role to be able to get the satchel that will then have those runes :)
