This is definitely not the case
The circle spell has a specific white-list of spell ids that it affects
It's a modifier for time between ticks. Thorns has no tick effect. I dont think it actually does anything for it, the spell is just whitelisted cuz maybe at some point in testing they tried to make thorns apply a dot.
