If the rsham is spam purging that means they aren't spending globals healing either
They're gonna be more mana efficient than you regardless. In that case you want to put up lifebloom 1st always, if it gets purged immediately just do it again, cuz it blooms when it gets purged, so you still get a decent amount of healing.
If the enemy healer can spam purge for 5+ globals in a row on someone, that means they aren't healing. Your dps has to put pressure on them to actually press healing buttons @brittle marsh

not a feral, but generally yes, you pick offstats in a rough priority for pvp
so if its vers > mastery > haste for feral, you'd take offstat hate where mastery isnt an option

Haste > crit for necro yeah, crit is particularly better for bigger bites and faster cp generation for more bites but as necro you don't play sabertooth and don't bite that much to begin with.

Feral Frenzy is great, Bloodtalons is also pretty good, MOC is just kinda meaningless damage, it's bad for pve dam and all it does is sustained shred damage buff which is meaningless in pvp situations.
