I think ppl just confuse necro with circle. Not realising that since necro boomy numbers are associated with multi-target pressure the swarm plays minor role here (whereas it is more relevant for feral ST dot build). In my understanding the necro part of 3s rot boomy is mostly for extra survivability which is always welcomed if you are playing for dampening what circle boomy do.
But the numbers themselves would be roughly the same if you would pair circle with kyrain or nf.
Problem with it in RBG is that you cant really dampen. Maybe you could dream of some rot comp with sp, affi, ele and try to play for AoE dot pressure but probably not happening with the SL design where DoTs are quite weak compared to burst damage.
Doesnt mean that necro is not playable in RBGs just circle is the only lego that synergise with it well and its value in RBGs is questionable at best. Hence if you optimise for RBG there is no real reason to pick necro.

A big part of rdruid healing is ramping correctly and predicting the amount of incoming dmg and who it's going to be on and hot accordingly.
Ie a dh pops meta on you and starts blasting, your globals should look something like LB > rejuv > germ rejuv > adaptive swarm > cen ward > extend with Verdant infusion swiftmend > follow up with sotf regrowth if you're still struggling hp wise or rejuv if you're healthy.
The VI extension will free up your globals to then start doing stuff to peel dh off you, get a root/clone etc cross map, or get combo points for a maim setup.
But yea basically you need to know every classes cooldown windows and how to trade effectively for them.
