It is absolutely playable although you miss convoke in certain situations (I personally dont like NF playstyle still lacking this wild burst sometimes feels bad). The real problem is getting into pugs if you honestly warn them about your covenant choice in advance note. But that is just a meta problem.

The pug thing is my main concern tbh, as I'll likely have to pug all my content this patch. Resto for arenas but I know they're not as hot as disc/hpal in RBGs

Well if you play circle it is rot (and somewhat padding but that is also the case with moonkin in general tbf). You probably can still play dreambinder with it if you want some burst it just has no real synergy with necro. You retain extra survivability but thats likely not an issue in RBGs. The main problem I see here is that you will be fine in teamfight but capping nodes with rogue is better when you have convoke on your side.
There is a positive side also though necro favours haste stacking which is good for cc. You can basically not care about mastery (at least I feel like it is the case)
