CA Convoke with Badge goes 1673sp * 1.59 mast * 1.42 vers = 3777
CA Convoke with Bell goes 1516sp * 1.9874 mast * 1.3 vers = 3916
No cds with Badge goes 1673 * 1.1697 * 1.42 = 2778
No cds with Bell goes 1516 * 1.368 * 1.3 = 2696
So in CAvoke you do about 3% more dmg with Bell, and outside of CAvoke you do about 3% more damage with Badge.

So if you just rank up a rating I would make sure to be honor capped to upgrade asuch as possible, after that don't try to push rating until you've been able to upgrade all of your gear. Do regular bgs or skirms, or even another rated mode to not mess with your rating
