You gotta assess what type of 'go' it is
But also, you have to prepare for that. You're supposed to be setting up (at least helping) the cross cc for a 'go' and Eclipse lasts what, 15 seconds. Ideally you'd be in Eclipse already, then you root beam or cyclone or both, then you burst.

If you were sitting bear form and someone's still sitting on you, you should probably just throw out FoE and dump Surges.

You have limited time in windows, it depends on how long that window will be for you

Dreambinder give you 100% chance to get +10% on 1 surge, +20% on second surge and 100 % because you cast 4 surge.

You can also crit on buffed surge. Ppl can't counter his effect.
