You get big exp from some limited quests. All delves is more than 1 full level, dungeon quests are like 25-30k per, so you get a few chunks easily after you're done with campaign.

I'm not 100% opposed to the idea of them doing a special PVP mod that just makes them into DPS specs. As EP said, that's mostly a gear issue.

Beyond that, resto isn't in a great place (Moreso that MW gaps every other healer and makes everyone feel like shit) but you shouldn't be struggling to survive in any of the current content given that WPVP and BGs don't have dampening.
