You could totally reduce the globals... to 1. By shifting with off-GCD abilities. Tiger's Fury is one that gets you back into cat off the GCD. I don't remember if Dash and SR are on their own GCD. With Fluid Form you can shift back into Cat without costing a GCD or needing TF. Mangle for bear sucks though, I wish it was Ironfur too.

because holding TF makes you not align with berserk
and that can make you end up holding berserk
